NUSD is seeking district residents to serve on a Measure L Citizens’ Bond Oversight Committee (CBOC) to review and report on future expenditures of the newly approved facilities bond. Direct oversight by taxpayers is crucial because it ensures that bond funds are spent properly, for purposes adopted by voters on projects approved by NUSD’s the Board of Trustees.
Committee meetings are held quarterly in NUSD’s Ed Center, 1901 Arena Blvd. The panel typically meets in the evening, usually for 45 to 60 minutes. An online application is available here.
The Measure L oversight panel cannot add or subtract projects from those targeted for bond funding, but the committee can review audit reports, inspect projects, and monitor NUSD’s efforts to incorporate design efficiencies, encourage joint use of core facilities, reduce costs of professional fees or site acquisition, and create cost-effective and efficient reusable facilities.
The oversight committee must have at least seven members, including one member of a taxpayers organization, one member of a senior citizens organization, one member active in a business organization, and one member who is both the parent or guardian of an NUSD student and is active in a PTA/PTSA or School Site Council. Members serve two-year terms.
