Sometimes, students stop attending school for any number of reasons without informing the school that they are disenrolling/not returning. Students who stop attending school for unknown reason can only be disenrolled through the following processes:
Refer to SARB and Exit | If the student is no longer attending school, the LEA is required to refer the student to the local or county School Attendance Review Board (SARB). At this point the LEA may disenroll the student in CALPADS, using the Student Exit Category of E140-Truant, No Known Enrollment, using the SARB referral date as the exit date. |
Exit After Full Investigation | If the student is not referred to SARB because the student cannot be located after a full investigation has been conducted, the LEA may disenroll the student using the Student Exit Category of E140-Truant, No Known Enrollment, using the date that the investigation was completed as the exit date. |
Exit with Appropriate Exit Code | If upon investigation the student is confirmed to be enrolled in another public California school, enrolled in a private school, or enrolled in another school outside of California, the LEA should disenroll the student in CALPADS with the appropriate Student Exit Category code using a date prior to the day the student began attendance at the other school as the exit date. |
Please follow the below steps to determine if the student can be disenrolled by the site after a period of non-attendance.
(1) Follow the NUSD SARB process (found here)
(2) If your site is going to EXIT the student after a full investigation, the investigation must include the following:
- Documentation of at least 3 phone call attempts to all phone numbers in Infinite Campus including emergency contacts
- Record of Truancy letters having been sent to the family
- Record of any returned mail to the school indicating that the family may no longer be living at the address on file
- Documented attempts to hold a Student Attendance Review Team (SART) meeting (e.g. – emails, written notice of meeting mailed home, calls to schedule meeting)
- Documented date(s) CALPADS was checked for potential enrollment in other California schools
- Documentation that home visit(s) have taken place. Provide written description if the house/apartment looks abandoned or if there are notices on the door
If contact is made with the parent or guardian, the student may NOT be dropped unless the student has enrolled in another school and this has been verified by school personnel.

After all steps have been taken, the school may drop the student with a Student Exit Reason Code of E140 (No Known Enrollment Truant) and an Enrollment Exit Date reflecting the student’s last day of positive attendance. The investigation documentation must be stored in Infinite Campus/PLP and hard copies placed in the student’s cumulative file.
*If the student is on an IEP, immediately contact the NUSD SPED Department at 916-567-5434. Do not drop the student at the site.
